If I am remembering what I read and experienced, it simply indicates the element is cycling on and off.

The flashing green light indicates the action of precisely when voltage is being applied and not being applied to the heating element by the controller.  When the controller first begins the program it will apply full current to the heating element until it is nearly up to heated output.  During this time the green light will be steady.  The controller senses the change in resistance within the heating element to begin cycling the voltage to it in order to make the heating element last longer.
