Wood prep

Do the wood blocks need to be soaked before hand or not when using these smokers?

No...  you actually want them to get hot and smoke.  Wetting them just means they have to dry out and then start smoking.  If you're worried about combustion then put a double thickness of foil in the bottom of the fire box and then poke smaller holes in the place of the existing ones.
